Pinewood Derby Q&A

For the webelos/cub scouts Pinewood Derby car race, is the scout supposed to apply sealer to the wood first?

Does sealer get applied to the wood car (cutout from the wood block) first, or does the yellow (or green) paint get applied first? Both the color paint and the sealer/paint came in the custom finishing kit. The instructions aren't clear.
